Rosemary A. Her practice focuses on representing municipalities. She serves as assistant city attorney and special city attorney for cities, and as general and special legal counsel for special purpose districts, such as water-sewer districts.  Rosemary assists her clients in facilitating comprehensive development plans and regulations, permits and other land use matters. She has extensive experience working with municipalities on intergovernmental contracting matters, public works construction, condemnation, annexations, administrative procedures, conflicts of interest, and ordinance and resolution drafting.  Rosemary routinely assists clients with compliance issues relating to the State Environmental Policy Act, Open Public Meeting Act, Public Records Disclosure Act, and Shoreline Management Act. She also has extensive experience litigating before administrative tribunals, such as the Growth Management Hearings Board, and superior and appellate courts, including both the prosecution and defense of numerous appeals under the Land Use Petition Act.
